Some cities are wonderful for museum trips when everything is sunny and easy. But I think there is another kind of great museum city: the one that still feels rewarding when the weather is cold, rainy, windy, or just miserable.
That can mean museums close together, easy transport, good indoor variety, comfortable cafés nearby, and enough range that you can shift plans without ruining the day. In some places, bad weather almost makes the museum experience better because the city suddenly feels built for long cultural afternoons.
